With one of the worst ROIs in modern marketing, why are people still using banner ads?

They used to be useful, and they used to perform back in their day, but the tide has shifted. Nobody is clicking banner ads anymore. They interrupt your experience and end up annoying us most every time. It's on my list if I had to name the worst way to spend marketing dollars.
