The state of parole.
In 2022, parole approval rates varied widely. Only 8 states had grant rates above 50%, with Wyoming having the highest rate at 78%. Alabama and South Carolina had the lowest rates at 10% and 13%, respectively. South Carolina's 2023 data show a drastic drop to a 7% approval rate.
Parole boards often default to denial, placing the burden of proof on incarcerated individuals to justify their release. This is problematic because the board often considers factors beyond the applicant's control, such as the availability of programming or education in prison, or unchangeable aspects, such as the nature of the offense. Individuals have little influence on the outcome when release hinges on these factors.

For some, the transition period of Probation for both federal and state offenders can be the most challenging part, as this makes up the most significant number of persons under their supervision at any time in the United States.
Texas, Florida, and Georgia have the highest numbers on Supervised Release and Parole

As a result, the recidivism rate is disproportionately high, as you can get in trouble for the slightest missed event or meeting.
