The massive majority of sales managers and people in these leadership roles are stud sales reps that don't know how to manage, lead, and train. It's not their fault. They were not provided with the resources. The reality is they get promoted in these organizations through either personal sales volume or depending on the industry, sometimes these titles were given purely based on the fact that these managers recruited a lot of people to come into their organization.
