அறத்துப்பாலில் மனிதர்கள் பின்பற்ற வேண்டிய அறங்களைக் கூறிய வள்ளுவர், பொருட்பாலில் முதல் இருபத்தி ஐந்து அதிகாரங்களில் ஒரு மன்னனுக்குத் தேவையான பண்புகளைத் தெளிவாகவும் விளக்கமாகவும் கூறுகிறார். தலைவர்கள் அஞ்ச வேண்டியவற்றிற்கு அஞ்சி, அஞ்ச வேண்டாதவற்றிற்கு அஞ்சாமல், அறத்தோடும், விவேகத்தோடும்கூடிய வீரமும் துணிவும் உடையவர்களாக இருக்கவேண்டும். அவர்கள் ஊக்கத்தோடு, சோம்பலும் மறதியும் இன்றிக் காலம் தாழ்த்தாமல் பணியாற்ற வேண்டும். அவர்கள் கல்வியாலும் கேள்வியாலும் அறியவேண்டியவற்றை அறிந்து, தம் அனுபவத்தையும் மனத்தில்கொண்டு முடிவுகளை எடுக்க வேண்டும். மற்றும், தலைவர்கள் தம்மைவிட அறிவிலும் அனுபவத்திலும் முதிர்ந்த பெரியோரைத் துணையாகக்கொண்டு, சிறியோரடு சேராமல், தம் சுற்றத்தாரோடு அன்போடு பழகி அவர்களின் ஆதரவைப் பெற வேண்டும். தலைவர்கள் தாராளகுணத்தோடும் இரக்கத்தோடும் ஈகையிலும் கொடையிலும் சிறந்து விளங்க வேண்டும். மேலும், அவர்கள் காட்சிக்கு எளியவர்களாக, கடுஞ்சொல் கூறாமல் இன்சொல் பேசி, இடித்துரைப்போர் கூறுவனவற்றைப் பொறுமையோடு கேட்கும் பண்புடையவர்களாக இருக்க வேண்டும். இடுக்கண்களைக் கண்டு மனம் தளராமல் விடாமுயற்சியோடு துணிந்து செயல்பட வேண்டும். இரண்டாயிரம் ஆண்டுகளுக்குமுன் முடியாட்சிக் காலத்தில் மன்னனுக்காக, வள்ளுவர் தலைமைப் பண்புகளைப் பற்றிக் கூறிய கருத்துக்கள் இன்றைய குடியாட்சிக் காலத்திலும், ஆட்சி செய்பவர்களுக்கும், நிறுவனங்களில் தலைமைப் பொறுப்பில் இருப்பவர்களுக்கும் ஏற்றவையாக உள்ளன என்பது எண்ணி எண்ணி வியக்கத் தக்கது. Brief Description Valluvar discusses righteousness in the first Section of his book, Thirukkural. In the first 25 Chapters of the next Section on Wealth, he discusses how a ruler should rule his country and what qualities he should possess to be an effective leader. The leader should be bold and courageous, and at the same time, his bravery should be tempered by discretion. He should act with enthusiasm and without sloth and forgetfulness. He should be well educated and make decisions based on his knowledge and wisdom. He should consult with elders with more experience and wisdom. He should keep the company of wise and virtuous people and avoid the company of undesirable people. He should be generous and practice charity and donate liberally to deserving artists and scholars. He should be easily accessible to his people, and he should use kind words when dealing with people. When his advisors criticize him, he should listen to their criticism and act according to their advice. Finally, he should overcome all obstacles and persevere in his actions relentlessly.
